The American Recovery and Reinvestment Act of 2009 (ARRA) was signed by President Obama to provide significant new funding to preserve and create jobs and promote economic recovery. A key goal of the Act is to increase economic efficiency by spurring technological advances and, supporting critical scientific research through the National Institutes of Health (NIH).
